FUNCTIONAL POSSIBILITIES OF THE RIGHTS AND PRIVILEGES OF PERSONS WITH DISABILITIES AND THEIR LEGAL ANALYSIS IN UZBEKISTAN

As civil society acquires an inclusive essence, in this process, the special activities of persons with special needs are observed. Privileges created for them create the basis for this activity. Ensuring the rights, freedoms, and legal interests of persons with disabilities provides a wide range of opportunities for this category of persons to use the rights to education, the rights to work, and benefits in the fields of social protection. The issue of the employment of persons with disabilities is a serious issue not only at the level of Uzbekistan but also at the global level. Therefore, many benefits have been introduced in this regard. For example, from January 1, 2022, employers who employ persons with disabilities at the expense of the State Fund for Employment Assistance (except budget organizations, state enterprises, and legal entities with a state share of 50 percent or more in the charter fund (capital)) will have the practice of providing a subsidy in the amount of 1.5 times the base calculation amount for one employee every month for 6 months. In the article, the necessary measures for the development of the industry are analyzed, local and foreign literature on the subject is studied, the opinions of scientists are presented, and at the end, relevant proposals for the development of the industry are given.
