NEW REFORMS IN MODERN PUBLIC ADMINISTRATION AND DIGITAL INTERACTION MODELS WITH CITIZENS

This article analyzes the creation of a safe environment at the mahalla level in the Republic of Uzbekistan, the early detection of criminogenic factors, and completely new institutional mechanisms of social prevention. Within the scope of the study, the three-stage vertical management system of “mahalla – district – region” introduced on the basis of the President’s Resolution No. PR–1 of January 5, 2026, the procedure for assigning responsible leaders on the basis of a differential approach, and the legal-organizational foundations of the “Social Prevention Week” were thoroughly examined. The paper systematically analyzes empirical and demographic data from the “Ahmad Yassaviy” mahalla citizens’ assembly, reviewing inconsistencies in the criminological categorization of territories and issues related to forming the mahalla budget. Furthermore, in the age of digital technologies, the study scientifically substantiates issues concerning forecasting crime risks using artificial intelligence algorithms and expanding the capabilities of the “E-Social Prevention” system. To ensure a stable social environment in society and drive the digital transformation of crime prevention, proposals were developed for the full digitalization of the “Mahalla Seven” (Mahalla yettiligi) activities. These proposals envision the mutual integration of various departmental databases and the creation of digital platforms based on neural network algorithms. Free from subjective factors, the system automatically analyzes the social status of the population and stratifies high-risk groups. As a result, subjective evaluation criteria are eliminated, forming a scientifically grounded, preventive model for planning and monitoring social prevention measures.
