Abstract

The article examines the characteristics of the international legal recognition of Turkmenistan’s permanent neutrality. It analyzes the role of international organizations in establishing the legal framework of this status and strengthening its legitimacy at the international level. Turkmenistan’s permanent neutrality is characterized as a continuation of the state’s domestic and foreign policy, and its recognition by international organizations is viewed as a contribution to the development of international law. A comparative analysis is conducted between the provisions of Paragraph 12 of the Islamabad Declaration, adopted at the Third Summit of the Economic Cooperation Organization held on March 14–15, 1995, in Islamabad (Islamic Republic of Pakistan), and Paragraph 176 of the Final Document of the 11th Conference of Heads of State or Government of the Non-Aligned Movement, dedicated to the permanent neutrality of Turkmenistan. The study identifies specific features, similarities, and differences in the approaches to its international recognition. It substantiates the need for further in-depth study of the legal nature of Turkmenistan’s permanent neutrality, as well as the history of its establishment and international recognition. Finally, the article emphasizes the significance of this topic for the advancement of legal science and the refinement of law-making activities in the field of international law.
