ENVIRONMENTAL ASPECTS OF LEGAL REGULATION OF BIOGAS TECHNOLOGIES IN THE REPUBLIC OF UZBEKISTAN

The article provides a scientific and theoretical analysis of the environmental aspects of legal regulation for the use of biogas technologies in the Republic of Uzbekistan and foreign countries. Issues regarding the national-legal and international-legal regulation of the application of biogas technologies in various sectors of the national economy are considered. It is noted that currently, the legislation of the Republic of Uzbekistan does not contain systematic legal regulation in this area. In order to ensure the effective and safe application of biogas technologies, the adoption of the Concept for the Development of Bioenergy in the Republic of Uzbekistan and a number of other regulatory legal acts aimed at its implementation, including in an experimental manner, is justified. Furthermore, the article analyzes key issues in the development of biogas technologies as one of the most promising areas for using renewable energy sources in the world. Particular attention was paid to the investment attractiveness of biogas production, which, along with energy production, can provide additional income through the sale of organic fertilizers and the reduction of costs for the environmentally safe disposal of organic waste. The essence of the main research directions for implementing biogas technologies in industry has been revealed. Additionally, the state of the energy system as one of the most important sectors of the national economy, the place and role of bioenergy in its development, environmental requirements imposed on the energy sector, directions for improving legislation in this field, the specifics of establishing environmental norms and rules by competent state bodies, the current state of bioenergy, and prospects for its further development were examined. In this regard, the experience of foreign states was studied, and proposals and recommendations for the development of biogas technologies in our country were developed.
