This article analyzes the legal framework for marriage in the Republic of Uzbekistan in the context of implementing the objectives outlined in the Address of the President of the Republic of Uzbekistan, Sh.M. Mirziyoyev, to the Oliy Majlis, in which 2026 was proclaimed the “Year of Mahalla Development and Improving Social Welfare.” The study aims to analyze the provisions of the Family Code regulating the conditions and procedures for marriage, as well as identify issues in law enforcement practices and factors influencing the effectiveness of implementing family law norms. Particular attention is paid to the voluntariness of marriage, marriage age, medical examination of those entering into marriage, established prohibitions and restrictions, and the ratio of registered and religious marriages. The social and legal consequences of non-compliance with established requirements and their impact on the stability of family relationships are considered. Proposals for improving legislation are substantiated, including introducing a legal definition of marriage, developing premarital counseling, enhancing legal awareness, promoting marriage contracts, and strengthening the role of the mahalla in strengthening families. The need for interagency cooperation between government agencies and civil society institutions is emphasized. The study’s findings demonstrate that current family legislation in the Republic of Uzbekistan generally provides legal guarantees of voluntariness and equality of parties in marriage, but contains certain systemic inconsistencies. It is demonstrated that improvements to legal regulation should be socially oriented and consistent with the priorities of state family policy.
