Abstract

The article examines the implementation of digital technologies in rule-making activities under conditions of digitalization. The subject of the study is regulatory legal acts governing rule-making activities, law enforcement practice, legislation, and the experience of foreign states, as well as scientific and theoretical approaches to the digital transformation of the rule-making process. The necessity of further improving rule-making activities through the implementation of digital technologies at all its stages, including the initiation, development, coordination, adoption, implementation, and monitoring of the execution of regulatory legal acts, is substantiated. Based on the analysis of foreign experience and scientific-legal sources, proposals and recommendations have been developed to automate the processes of preparing, considering, and adopting draft regulatory legal acts, implement modern digital solutions in rule-making activities, and expand the use of digital technologies at specific stages of the rule-making process.
