Abstract

The article presents an analysis of the current state of the system of government bodies for business management and its legal support. The essential characteristics of such a system and its legal regulation have been studied. Objective patterns have been identified for considering the system of government bodies governing entrepreneurship as an integral part of the state mechanism, although it does not have a single organizational center for the management of business activities. Fundamental changes in the system of central and local government bodies for business management and their legal status are considered. The conclusion is substantiated about the need to recognize non-state bodies that are granted certain powers to manage business activities, primarily the Chamber of Commerce and Industry of the Republic of Uzbekistan, as elements of the system of government bodies for managing entrepreneurship and increasing its role in this system. Measures have been proposed to further improve the system of public management of business activities and its legal regulation, in particular by separating the Mahalla and Entrepreneurship Agency from the structure of the Ministry of Employment and Poverty Reduction, equating it in legal status to such an executive body as a ministry. Considering that such a body is called upon to solve problems related to coordinating the activities of all government agencies and, if necessary, non-governmental organizations, it is proposed to create it in such an organizational and legal form as a committee that has a special status and is subordinate to the President of the Republic of Uzbekistan and (or) the Cabinet Ministers.
