Abstract

This article discusses the basic human rights in education, the concept of distance education, the history of its emergence, the need for it and the fundamentals of distance education at the international level (scope) and the importance and relevance in Uzbekistan today, the role of distance education in the modern information community, the market of global distance education, the organization of distance education in tertiary educational institutions, and its requirements to follow. The experience gained through the provision of a stable legal and financial base, innovation and creativity at the International and national levels, impact on practice, formation and utilization, tackling quality issues, equality and success, changing technologies, labor markets, large cross-border researches on distance education will be important factors in determining the strategic direction of distance education. The organization of distance education with the aid of up-to-date information technologies, making the use of novel teaching methods and forming a legal and organizational basis for distance education is one of the most urgent issues to solve. The author puts forward a firm belief that when finding a legal resolution to these issues, special attention should be paid to quality guarantees in the formation of regulatory legal bases of distance education.
