THE MODEL OF ENSURING PUBLIC SECURITY IN FRANCE: INSTITUTIONAL-LEGAL ANALYSIS AND PROSPECTS FOR APPLICATION IN UZBEKISTAN

Abstract

 The article represents a comprehensive scientific study devoted to a comparative legal and institutional analysis of the model for ensuring public safety in the French Republic, with subsequent assessment of its transformational potential in relation to the legal and administrative reality of the Republic of Uzbekistan. The methodological basis of the research encompasses a complex of complementary approaches, including normative-dogmatic analysis, institutional diagnostics, content-analytical procedures, and elements of normative modeling. Within the framework of the analytical structure, special attention is paid to studying the interrelationships between centralized management and decentralization mechanisms, the introduction of digital technologies into the structure of law enforcement activities, the institutionalization of democratic oversight, and enhancing the role of civil society as a public safety management subject. Based on the generalization of French experience, conceptually verified recommendations have been proposed for improving the Uzbek model of law enforcement, including the development of normatively established forms of decentralized partnership between state and non-state entities, institutional delineation of the competencies of law enforcement agencies, the formation of a digital public security infrastructure, and the implementation of intersectoral programs for crime prevention. As a target model, the concept of “service security” is proposed, aimed at ensuring transparency, accountability, and sustainable public trust in state power institutions operating in the field of law enforcement and national security.
