CORRUPTION RISKS IN THE FIELD OF ROAD TRANSPORT INFRASTRUCTURE IN UZBEKISTAN AND MECHANISMS FOR THEIR ELIMINATION

This article provides an in-depth analysis of corruption crimes committed in the field of road construction and repair in Uzbekistan during 2022-2024. The study covers the types of these crimes, methods of their implementation, cases of conflicts of interest, shortcomings in the tender process, and damage to the state budget based on statistical data. The author ensured the scientific reliability of the analysis based on reports from the General Prosecutor’s Office of the Republic of Uzbekistan and other official sources, as well as international organizations such as the OECD, the World Bank, and the International Monetary Fund. The article identifies the systemic causes of corruption risks in the sector and reveals the insufficient effectiveness of regulatory institutions, low transparency, and problems of affiliation. International experience in identifying and assessing corruption risks was also analyzed, in particular, digital control platforms and data screening methods of Great Britain, Italy, and other countries. Based on this experience, specific recommendations have been developed for the transparency of public procurement, simplification of tender processes, and strengthening of control institutions in Uzbekistan. Based on international experience and national legislation, the author put forward legal, organizational, and economic proposals aimed at reducing corruption and increasing the efficiency of road transport infrastructure. These recommendations include the transition of public procurement to a single digital platform, simplification of tender processes, limitation of conflicts of interest, and the introduction of independent control mechanisms. This article has practical significance in increasing the effectiveness of the fight against corruption in this area.
