IMPROVEMENT OF THE LEGAL PROCEDURE FOR THE USE OF LAND PLOTS IN THE TERRITORY OF PROTECTED ZONES

This article systematically covers the theoretical and practical aspects of legal regulation of land use in the territories of protected zones in the Republic of Uzbekistan. The study thoroughly analyzes the current set of regulatory legal acts and their mutual compliance, as well as problems in law enforcement practice. In particular, the legal status of protected zones, the purposes of their creation, the procedure for establishing boundaries, and restrictions on their use are explained on the basis of the Land Code, the Urban Planning Code, and special laws in this area. Also, the illegal extraction of non-metallic materials in reservoirs and coastal areas is assessed as a serious threat to environmental safety and land resources. The low effectiveness of control and monitoring mechanisms in the activities of state bodies is indicated as the main problem in the field, and scientifically based proposals have been put forward to improve law enforcement practice and strengthen liability measures. The proposed approaches are aimed at ensuring the sustainable use of land resources and the digitalization of information exchange between management bodies. The research results serve as a methodological resource for practicing lawyers, civil servants, and researchers.
