THE FRENCH MODEL OF GENDARMERIE AS A STANDARD OF PUBLIC SECURITY SYSTEM

The article presents a comprehensive institutional analysis of the model of the National Gendarmerie of the French Republic as an example of the evolution of the centralized police structure in the context of digitalization, the growth of public expectations, and the formation of a multi-level internal security architecture. The research is based on a retrospective, content-based, and case-oriented comparative approach and is aimed at reconstructing the transformation of the French centralized police system in the era of digital modernization, increasing socio-cultural sensitivity, and complicating the risk landscape. Special attention was paid to the subsidiary structure of the gendarmerie, operational coordination mechanisms, and digital platforms for interaction with the population (in particular, Brigade numérique) within the Police de sécurité du quotidien (PSQ) initiative. Institutional and legal mechanisms for balancing vertical subordination and horizontal partnership have been identified, and the gendarmerie’s humanitarian functions in the context of protecting the rights of vulnerable groups of the population and preventing radicalization have been analyzed. The importance of the French model as a potential base for strategic reform of internal security systems in countries with a unitary state structure, including the Republic of Uzbekistan, is noted, taking into account its regulatory specifics, challenges of digitalization, and the need for sustainable interaction with civil society. In conclusion, scientifically based conclusions and recommendations are formulated aimed at institutional adaptation, increasing transparency, flexibility of response, and developing service-oriented approaches in ensuring public safety.
