STRENGTHENING THE ANTI-CORRUPTION FACTOR IN THE REFORM OF THE LICENSING SYSTEM

Abstract

The fundamental improvement of licensing and permitting procedures, along with the elimination of bureaucratic barriers, is crucial for creating a favorable environment for entrepreneurship by minimizing corruption risks. The article reveals that in recent years, within the framework of actions and development strategies for the development of Uzbekistan, the licensing and permitting system, which is considered a highly bureaucratic area, has been completely reformed. At the same time, the author analyzed the presence of corruption risks and situations in this area, which is an important component of the ongoing reforms. In particular, in this matter, statistical data was used to demonstrate the level of compliance with the legislation in the field of licensing activities identified through the automated information system “Rule of Law”. Proposals have been put forward to review licensing and permitting procedures through business process reengineering, remove redundant links, consider the issue of refusing some permitting procedures, and conduct surveys through an electronic system.
