BUDGET PROCESS AND ITS STAGES

Abstract

In this article, the budget process and its stages are analyzed based on the opinions of legal scholars. In addition, the author proved that the economic, legal, and political aspects of the budget process are closely related to each other, that the budget process is an integral part of the budget policy of Uzbekistan, and its effectiveness is determined by the level of legal regulation of the budget process in our country. In addition, the author suggested that the activities for the implementation of material budget legal norms can be considered as a budget process; in other words, the budget process is a form of implementation of the material budget rights of subjects of budget legal relations and is regulated by the norms of procedural budget law. At the same time, the state forecast of macroeconomic indicators of the development of the Republic of Uzbekistan, based on the laws of a market economy, includes the growth of gross domestic product in absolute figures, gross domestic product, industrial output, and production of agricultural, forestry, and fishery products, as well as retail goods. The dynamics of trade turnover as a percentage and the growth rate of the consumer price index compared to December last year are explained on the basis of scientifically based forecast calculations.
