CURRENT ISSUES OF PROVIDING HOUSING FOR ARMED FORCES PERSONNEL: UZBEKISTAN AND INTERNATIONAL EXPERIENCE

Abstract

This article discusses trends in the development of current issues of housing provision for military personnel of the armed forces, prospects for the development of existing problems and processes, as well as the experience of foreign countries in this area. In particular, the article describes the provision of housing for military personnel of the Republic of Uzbekistan, an analysis of existing legislative norms in this area, and the opinions of domestic and foreign scientists. The study analyzed such social benefits as state programs for providing military personnel with housing, mechanisms for preferential mortgage lending, provision of official housing, compensation for rental housing, privatization of houses in the departmental housing stock. The author identified the following main problems: the lack of a clear definition in the legislation of the category of military personnel entitled to emergency housing, differences in housing space and prices between different regions, the mismatch of financial resources allocated by the state with real needs, and the incomplete solution of the issue of the legal status of military personnel living with their parents. The article puts forward such practical proposals as the introduction of a unified electronic accounting system, a clear definition of the list of preferential categories in legislation, the effective use of the existing departmental housing stock, and the improvement of financial support mechanisms. The author studied the experience of foreign countries and developed recommendations for improving national legislation. The importance of state programs for ensuring the constitutional rights of military personnel and increasing their level of social protection is also substantiated.
