Abstract

The article examines the theoretical and methodological foundations of legal culture and analyzes scientific approaches to its definition and content. The works of Western researchers, including L. Fridman, D. Nelken, R. Cottrell, and others, who proposed various conceptual models of legal culture, are examined. Special attention is paid to the conceptualization of the concept of legal culture, its structure, levels, and internal and external factors. The necessity of an interdisciplinary approach to studying legal culture, encompassing legal, sociological, cultural, and political aspects, has been substantiated. The article also reveals the significance of legal culture in the formation of law and order, increasing legal awareness, and increasing the effectiveness of law enforcement activities. Special attention is paid to the issues of developing legal culture in the context of systemic reforms in New Uzbekistan. The priority directions of state policy in the field of legal education, raising the legal literacy of the population, improving legal education, and strengthening law enforcement mechanisms were analyzed. Key strategic and regulatory documents defining approaches to the formation and strengthening of legal culture as one of the important conditions for building a legal state are considered. In conclusion, the main conclusions of the study are summarized, and the directions for further improving legal culture in the country are outlined.
